1. INTRODUCTION
On October 31, 2016, the Oregon Department of Environmental Quality (DEQ) issued a WPCF 1200-U
Permit (#31668) to the City of Lake Oswego (City) for underground injection of stormwater. The City uses
the UIC (Underground Injection Control) permit to manage stormwater disposal in areas with high
infiltration rates (see Figure 1).
The permit expires on November 30, 2025 and requires the City to comply with the Safe Drinking Water
Act and the Oregon Groundwater Act. In addition, the permit requires the City to have a UIC stormwater
management plan (SWMP). The permit and its associated SWMP are available on the City’s website on
the stormwater webpage.
2. STORMWATER MONITORING
From FY1718 to FY2223, annual stormwater samples were collected at UIC #22 at 5306 Jean Rd and UIC
#4 at 16088 Boones Ferry Rd and analyzed for lead and pentachlorophenol. Both UICs are in pipesheds
with commercial and residential uses, however the Jean Rd UIC was located next to a utility pole. In
FY2324, the City decommissioned the UICs.
For FY2324, the sampling locations were changed to UIC #16 at 15810 Twin Fir and UIC #8 at 15910 Quarry.
The UIC at 15810 Twin Fir is on a neighborhood collector in a residential area. Utility poles, a source of
pentachlorophenol, are on the same side of the road. The UIC at 15910 Quarry is located on a
neighborhood collector in a high-density residential neighborhood next to a commercial area.
The annual sampling was completed on October 30th, 2024 (see Table 1) during a storm with 0.70 inches
of accumulated precipitation and 0.10 inches of precipitation in the previous 24 hours and with no
precipitation for 7 hours prior to sampling. Lead and pentachlorophenol were detected at both sampling
sites. To check for potential contamination, a blank is collected at the beginning of the sampling event
and a replicate is collected at the Twin Fir sampling site. Lead and pentachlorophenol were not found in
the blank sample thereby increasing confidence in the results of the regular samples.
The action level for lead is 15 µg/L and the action level for pentachlorophenol is 1 µg/L. Neither sampling
site exceeded these action levels.

3. UIC INVENTORY
The UIC permit requires that the City maintain a current inventory and document when UICs that have been decommissioned, discovered, and constructed each year. The inventory must contain items such as the vehicle trips per day and risk
categories.
3.1. Risk Categories
Risk categories are based on zoning, average daily trips (ADT), and the type of stormwater injected into the UIC (DEQ, 2019). For example, a UIC considered medium-risk because the ADT is less than 1,000 would be categorized as high-risk if it
was located in an industrial area. Because the stormwater injected into the City’s UICs include street runoff, none of the UICs on the City’s permit are considered low-risk.
To determine ADT, the City uses either the Institute of Traffic Engineers (ITE) Trip Generation Manual, as prescribed by the UIC permit (DEQ, 2016), and actual traffic counts. Annual traffic counts are completed for City streets on a rotational
basis with arterials and collectors receiving more focus than local streets with low traffic volumes.
3.2. Changes to UIC Risk Categories in FY2425
The following updates were made due to changes in traffic count data:
Traffic counts changed from medium to high-risk category observed at:
• 3357 Lake Grove - Traffic counts updated in 2024 indicated an average daily volume of 1,077 vehicles. Applying a standard 1% annual growth factor results in an estimated current volume of 1,090 vehicles.
• 6245 Lakeview - Traffic counts updated in 2024 indicated an average daily volume of 988 vehicles. Applying a standard 1% annual growth factor results in an estimated current volume of 1,010 vehicles.
Decreased traffic counts, resulting in a change from high to medium-risk:
• 4676 Quarry - Updated using trip generation models to account for the 30 homes that will contribute stormwater runoff to the nearby UIC.
3.3. Current Inventory
In FY2425, the City managed 37 UICs within its jurisdiction, 19 of which were classified as high-risk. A current inventory of the City’s UICs, including their characteristics and any existing pretreatment measures, is presented in Table 3. This
information is being used to prioritize required retrofits and decommissions in compliance with the City’s UIC permit. During the evaluation of UICs lacking pretreatment, it was determined that decommissioning some systems would be more
cost-effective than upgrading accessory structures to incorporate pretreatment.
Since applying for its UIC permit in FY1617, the City has identified six new UICs, incorporated three due to roadway jurisdiction transfers, and decommissioned ten systems (see Table 2).
The City plans to decommission seven UICs in FY2526. They are located at 17607 Pilkington Rd, 5280 Rosewood St, Lakeview (6333, 6245, 6077), 102 5th St, and 17486 Redfern.

4. SPILL PREVENTION AND RESPONSE
Procedures for responding to a spill remained static, however the contact list was updated due to staff changes for FY2425. Forty-four staff from the Lake Oswego Fire Department (LOFD) were trained on spill response and completed the NFPA
1500 Hazardous Material Identification and Spill Prevention course.
Based on information provided by spill response staff, there were no UICs affected by reported spills in FY2425.
5. SOURCE CONTROL AND MAINTENANCE
5.1. Development
There were no commercial or industrial projects submitted for land-use review that were located within a UIC pipeshed.

5.2. Pre-Treatment Improvements
The City is required to retrofit or otherwise protect all UICs by the end of its permit. The City uses sumps
and snouts in catchbasins and manholes to reduce the possibility of non-stormwater discharges into its
UICs. There were no pretreatment changes to the City’s UICs in FY2425.
Street sweeping and catchbasin cleaning are completed by staff as part of the City’s UIC and NPDES MS4
permit obligations. The water quality parameters of the permit, pentachlorophenol and lead, adhere to
solid particles and it is believed that street sweeping and cleaning of UICs and the associated infrastructure
reduces these pollutant concentrations. For FY2425, the City swept 4,630 lane miles and collected
approximately 1,107 cu yd of debris and 1,349 cu yd of leaf debris from stormwater infrastructure and
streets.
Public Works reported that 41 drywells and 37 inlets and catchbasins discharging to a UIC were inspected
and cleaned in FY2425. No repairs were required.
6. OTHER ACTIVITIES
While stormwater education is not specifically directed at neighborhoods with UICs, the City actively
participates in three regional groups that promote stormwater awareness through television, print, and
social media campaigns. Additionally, the City shares stormwater education content via its own social
media platforms, newsletters, and events such as farmers markets. The City also provides financial
support to three watershed councils engaged in restoration projects within city limits. City staff offer
technical expertise to all three councils and regularly share information about potential private
restoration projects with their executive directors.
The UIC permit, SWMP, and annual report is posted on the City’s website. No comments were received
by the public on the documents.
There was a personnel and responsible official change from Sonja Johnson to Megan Charbonneau on
January 13, 2025.

The City proposes only administrative changes as noted by the red font in the UIC Inventory table.
