Overview
Council Goal Grants support specific, time-bound initiatives that advance at least one Lake
Oswego City Council Goal. The program supports community-led projects with a clear public
benefit and measurable outcomes for Lake Oswego residents.
Applications open July 24, 2026 and will close August 19, 2026. Awards are anticipated to occur
by the end of September.
Total 2026-27 Allocation: $75,000.
Eligibility
Eligible applicants include individuals, Neighborhood Associations, nonprofits, local businesses,
informal groups, and other entities proposing an initiative that advances at least one City
Council Goal. Preference may be given to applicants with strong community ties, including
residents, Neighborhood Associations, Lake Oswego-based nonprofits, and local businesses.
Applicants must submit a completed W-9 and be able to receive reimbursement from the City.
If an individual or informal group uses a fiscal sponsor, or if a separate legal entity will receive
reimbursement on behalf of the project, applicants must provide the fiscal sponsor/payee
information required in the application.
Ineligible or limited uses include:
• General organizational support, unrestricted contributions to fundraising campaigns, or
sponsorships not tied to a specific approved initiative.
• Projects that primarily provide private or disproportionate benefit, including resources
only accessible to a few residents or projects primarily generating profit.
• Expenses or operating costs already pre-approved, reimbursed, or supported by another
City contract, sponsorship, grant, or funding source for the same project, program,
event, or initiative.

Applications require a completed W-9, applicable fiscal sponsor or separate payee information,
initiative information, Council Goal alignment, implementation timeline, budget, and any
milestone-based reimbursement or extension requests.
Applicants should describe what they will do, who the initiative will serve, how Lake Oswego
residents will be reached, the requested grant amount, the total initiative budget, and how the
initiative will advance one or more City Council Goals.
Proposal Parameters
Proposals must be for a specific, time-bound initiative rather than general organizational
support. Applications should include a clear start date, end date, major implementation steps,
responsible parties, target dates, expected outcomes, and a plan for measuring success.
Neighborhood Association enhancement projects previously funded through the Neighborhood
Enhancement Program are eligible through Council Goal Grants if they comply with all grant
criteria. Operating expenses pre-approved through the Funding for Neighborhood Associations
program will not be funded through this program.
Grant awards do not imply any other form of City approval. Applicants remain responsible for
permits, licenses, City fees, facility charges, inspections, insurance, or other requirements
needed to complete the initiative. City grant awards do not waive fees, provide in-kind staff
support, expedite reviews, or include professional consulting beyond what is available to the
general public.
Budget, Fees, and Other Funding
Applicants are responsible for including all required expenses in the budget. Common budget
categories may include service delivery costs, direct assistance, materials and supplies, rentals
and facility costs, City fees and charges, and administrative or indirect costs.
Administrative or indirect costs, such as insurance, licenses, taxes, bookkeeping, fiscal sponsor
fees, or other project-related administrative expenses, should not exceed more than 25% of the
total grant award.
Applicants must identify other funding sources and disclose whether the same project,
program, event, or initiative will receive City support from another contract, sponsorship, grant,
or funding source.
Award Size. The Municipal Grants Subcommittee will maximize the number of organizations to
fund. There are no limitations to the size of the grant amount.

The City will issue an award letter to grant recipients outlining the grant amount, reporting
requirements, approved scope, award conditions, and method for requesting reimbursement.
This is a reimbursement-based grant. Grant recipients are responsible for paying eligible project
costs before requesting reimbursement. The City will reimburse only the legal payee listed in
the application and grant agreement. Vendors will not be paid directly.
Eligible expenses may be incurred through June 1, 2027, unless an extension is approved in
writing. Final reporting is due within 14 days of the initiative end date or the grant cycle close
date, whichever occurs first.
Reimbursement requests must include itemized paid invoices, receipts, proof of payment, or
other documentation tied to the approved scope and budget. Final reimbursement requires a
completed final report describing the initiative, outcomes, Lake Oswego residents served,
community impact, and budget documentation. Photos or publication materials may be
requested when appropriate; confidentiality concerns may be noted for sensitive services or
activities.
Milestone-Based Reimbursement and Extensions
Milestone-based reimbursement may be requested if carrying the full upfront cost of the
initiative would create a barrier. Requests must be included in the application budget and
timeline and should identify the project milestone, expected completion date, reimbursement
amount requested, deliverable, and documentation that will be submitted. Approval is not
guaranteed and will be determined as part of the grant award process.
For initiatives that cannot be completed by June 1, 2027, applicants must request an extension
in the application timeline section and explain why additional time is needed. Extensions may
be approved for up to 90 days, with a maximum extension date of August 30, 2027. Otherwise,
applicants will need to apply in the next grant cycle, anticipated to open July 1, 2027.
Requests for milestone-based reimbursement or an extension must be submitted in the
applicable sections of the application for the Municipal Grants Subcommittee to consider.
