HomeMy WebLinkAboutSocial Services Grant Cover Sheet 2026-2027 Social Service Grants Staff Contact: Teo Ramirez grants@lakeoswego.city (503) 675-2543 OREGOc� Overview Social Services Grants provide reimbursement-based funding to 501(c)(3) nonprofits that deliver foundational services and support to Lake Oswego residents. Applicants must serve Lake Oswego residents, have an active Oregon Secretary of State registration, and upload a completed W-9. Applications should describe the service or project, who will be served, the requested grant amount, total service/project budget, and how grant funds will support Lake Oswego residents during the FY 2026-2027 grant cycle. Examples of eligible service areas may include basic needs, food insecurity, survivor support, family or youth services, older adult support, safety or crisis support, case management, navigation, and other direct services that help residents access stability, safety, and essential resources. Applications open July 24, 2026 and will close August 19, 2026. Awards are anticipated by the end of September. Total 2026-2027 Allocation: $30,000 Eligibility • Applicants must be active 501(c)(3) nonprofit organizations serving Lake Oswego residents. • Applicants must have an active registration with the Oregon Secretary of State. • Applicants must upload a completed W-9. The City will only reimburse the legal payee listed in the application and grant agreement; vendors will not be paid directly. • Fiscal sponsors will not be accepted for Social Services Grants. • The same project, program, service, or initiative cannot be supported by multiple City funding sources, including contracts, sponsorships, grants, or other active City support. • Projects that primarily provide private or disproportionate benefit are not eligible, including resources only accessible to a few residents or projects primarily generating profit. Application Information The application asks applicants to provide the following information: • Initiative information, including initiative name, short description, requested grant amount, total budget, expected number of Lake Oswego residents served, and private property/public benefit information, if applicable. Social Service Grants 2026-2027 Page 1 of 3 • Organization information, including mission statement, services provided, experience serving Lake Oswego residents or under-resourced communities, and number of Lake Oswego residents served in the most recent completed year. • Payee information and W-9 upload. Fiscal sponsors are not accepted for this grant program. • Social services alignment and public benefit, including the service/project description, goals and expected outcomes, target audience, accessibility, outreach, and promotion plan. • Timeline, location, and implementation plan, including start date, end date, event dates, major implementation steps, responsible parties, target dates, and what success will look like. • Budget, fees, other funding sources, administrative or indirect costs, and any request for milestone-based reimbursement. Funding and Budget Parameters This is a reimbursement-based grant. All expenses must be paid before reimbursement is requested. Reimbursement requires itemized paid invoices, receipts, or other proof of payment tied to the approved scope and budget. Administrative or indirect costs should not exceed more than 25% of the total grant award. These costs may include insurance, licenses, taxes, bookkeeping, fiscal sponsor fees if applicable to other programs, or other administrative expenses connected to the project. City fees and permits must be included in the budget. City grant awards do not waive City fees, permit fees, facility charges, or requirements from other departments, and do not include in- kind staff support, expedited review, or professional consulting beyond what is available to the general public. Award Size. The Municipal Grants Subcommittee will make funding recommendations based on available funding, application alignment, public benefit, budget, and service impact. The Subcommittee will seek to maximize the number of organizations funded within the total allocation. Timeline, Extensions, and Reporting Grant-funded expenses must be incurred by June 1, 2027, unless an extension is approved in writing. Final reporting is due within 14 days of the service/project end date or the grant cycle close date, whichever occurs first. If services or project activities cannot be completed by June 1, 2027, applicants must request an extension in the application timeline section and explain why additional time is needed. Extensions may be approved for up to 90 days, with a maximum extension date of August 30, 2027. Otherwise, applicants will need to apply in the next grant cycle, anticipated to open July 1, 2027. Social Service Grants 2026-2027 Page 2 of 3 Final reports should describe what was completed, the number of Lake Oswego residents served, how that number was calculated, whether goals and expected outcomes were met, community impact, feedback received, partnerships, and any changes from the approved application. Milestone-Based Reimbursement Applicants may request milestone-based reimbursement if carrying upfront costs would create a barrier. Approval is not guaranteed and will be determined as part of the grant award process. Milestone reimbursement requests must be included in the budget and timeline sections of the application and should clearly identify the service/project milestone, expected completion date, reimbursement amount requested, deliverable, why milestone reimbursement is needed, and documentation that will be submitted. The same documentation standards apply to approved milestone reimbursement requests and final reimbursement requests. Distribution of Funds The City will issue an award letter and grant agreement to grant recipients outlining the grant amount, approved scope, reporting requirements, reimbursement requirements, and any approved milestone-based reimbursement or extension conditions. Reimbursements will be processed after completion of the approved service/project or approved milestone, submission of the required final report or milestone documentation, and acceptance of itemized paid invoices, receipts, or other required proof of payment.
