WHEREAS, a 2026 City Council Initiative is to "Develop a strategy for an expanded and modern library facility, prioritizing the West side of town and urban renewal funding options, allowing it to serve as an all-ages and all-activities community center." WHEREAS, the creation of an ad hoc Library Site Reuse Task Force to bring localized and representative community knowledge and perspective would help Council in the development and analysis of reuse scenarios for the existing site, and, ultimately, would make a final reuse recommendation to the City Council, thereby supporting the process of relocating and expanding the library in the future; NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Lake Oswego that: Section 1. Creation. Pursuant to LOC 12.50.010(1), an ad hoc Library Site Reuse Task Force Task Force") is hereby created. Section 2. Membership. The Task Force's membership shall consist of not more than 20 community members, appointed and approved as provided by the City Charter, Sec. 19 and LOC 12.50.015(1). The membership shall include at least one representative from: The First Addition Forest Hills Neighborhood Association The Evergreen Neighborhood Association The Old Town Neighborhood Association The downtown Lake Oswego business community The City Council The City's Library Advisory Board The City's DEI Advisory Board The City's Parks, Recreation and Natural Resources Advisory Board The City's Planning Commission The City's youth engagement network The Adult Community Center's user group Additional at-large community members will be selected through a public recruitment process. It is intended that the task force will be composed so that a majority of its members are residents who reside in neighborhoods within walking distance of the site. Section 3. Term. The term of the Task Force is from the date of this Resolution through May 31, 2027, unless its tasks are concluded earlier or the term is extended by resolution of the City Council. The Task Force shall be charged with: Using criteria set by Council to develop reuse scenarios for the existing site Selecting and analyzing the top three scenarios Presenting an analysis of the top three scenarios to Council Based on Council's feedback, fine-tuning and analyzing Council's top two scenarios Returning to Council with a final reuse recommendation Section 5. WHEREAS, the Lake Oswego City Council has adopted Resolution 26-30 to create an ad hoc Library Site Reuse Task Force; and WHEREAS, the Mayor has proposed appointing, subject to the approval of the Councilors per City Charter, Sec. 19, those listed on Exhibit A to this Resolution as members of the Library Site Reuse Task Force. NOW, THEREFORE, BE IT RESOLVED by the Councilors of the City Council of the City of Lake Oswego that: Section 1. The City Council appoints the persons identified on Exhibit A to the Library Site Reuse Task Force created under Resolution 26-30. Section 2. Effective Date. At-Large: Ken Weber RESOLUTION 26-43 A RESOLUTION OF THE LAKE OSWEGO CITY COUNCIL ADOPTING CRITERIA FOR NEW LIBRARY SITE SELECTION AND REUSE OF EXISTING LIBRARY SITE WHEREAS, a 2026 City Council Initiative is to "Develop a strategy for an expanded and modern library facility, prioritizing the West side of town and urban renewal funding options, allowing it to serve as an all-ages and all-activities community center;" WHEREAS, the City Council approved on May 19 a two-track, three-phase public process to support the next steps of community input and engagement and Council decision making around a replacement strategy for the library, intended to identify and narrow options for a future library site and to identify and narrow options for future reuse of the existing site; WHEREAS, the City Council has established an ad hoc Library Site Reuse Task Force by Resolution 26-30, and an ad hoc Future Library Task Force by Resolution 26-42, to form recommendations to Council utilizing clear, adopted criteria; WHEREAS, the City Council has held two study sessions, on June 2 and July 7, 2026, to discuss and develop criteria to guide task force recommendations and future decision making; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lake Oswego that: Section 1. Must-Have Criteria. When developing site recommendations related to City Council's initiative for an expanded and modern library facility on a new site, the following criteria must be met: Future Library Site Selection A future library site must be: • Equitably and accessibly located central to the City's population • Located within, or able to be brought within, an Urban Renewal District Existing Site Reuse The existing site must: • Generate revenue for the new library Section 2. Additional Evaluation Criteria. When developing site recommendations related to City Council's initiative for an expanded and modern library facility on a new site, the following additional criteria should be utilized to evaluate and rank options: Future Library Site Selection A future library site should also be: • Adequately sized • Appropriately zoned Existing Site Reuse Resolution 26-43 Page 1 of 2 Reuse of the existing site should also: • Meet zoning requirements, code regulations and any other restrictions that apply Section 3. Task Forces. The adopted criteria, respective to new library site selection or reuse of the existing library site, will be utilized by the Future Library Task Force or the Library Site Reuse Task Force, respectively, to develop, evaluate and rank options to form recommendations to the Lake Oswego City Council. Each advisory board, committee and commission shall elect a Chair and a Vice-Chair from its membership at its first regular meeting of each calendar year (Exception: LOC § 12.51.015(4) for the Budget Committee). Nothing in this subsection shall prevent appointment of Co-Chairs, as the advisory board, committee or commission deems appropriate. Co-Chairs shall divide or share the powers and duties of the Chair as the advisory board, committee or commission deems appropriate. Members are ineligible to serve as an Officer during the year when they will be considered for reappointment. No member shall serve more than two consecutive one-year terms as either Chair or Co-Chair. 2. The Chair shall: a. Set the agenda. Any member of the committee, advisory board, committee or commission may request that an item of business appear on the agenda. The advisory board, committee or commission may by majority vote compel that item be placed on the agenda. b. Preside at all meetings. c. Be responsible for maintaining communication with the Council liaison and City staff assigned to the Committee. d. Call special meetings. A quorum of the members of the advisory board, committee or commission may also call a special meeting. 3. The Vice-Chair shall exercise the duties of the Chair in the Chair's absence. 4. City staff shall serve as secretary to the committee. Staff shall be responsible for recording member attendance and informing the advisory board, committee or commission if and when a member exceeds the permitted number of absences outlined in LOC § 12.50.15(8). The City Manager shall determine which Department or staff person shall staff an advisory board, committee or commission.
