SUSTAINABILITY ADVISORY BOARD
Vision of a Sustainable Lake Oswego
A sustainable Lake Oswego is a community that meets the vital human needs of the present without
compromising our ability to meet future needs. This requires consideration of both long-term and short-
term effects on ecological, economic, and community systems. Operating sustainably means that we are
leaving a legacy for the community of Lake Oswego and the planet.
A sustainable Lake Oswego is a place recognized nationally as a model of livability—a unified city with a
vital downtown, a strong sense of neighborhoods, and a harmonious relationship with the natural
environment. The lives of everyone who lives, works, and conducts business in Lake Oswego are
enriched by a wide range of choices in transportation, housing, recreation, and culture. Our
infrastructure is sound, our finances stable, and our citizens and employees healthy and engaged.
SAB Mission & Duties
The mission of the Sustainability Advisory Board is to promote the economic, ecological, and quality-of-
life sustainability of our community.
The Sustainability Advisory Board shall:
a. Advise and assist the City Council in efforts to make City operations more sustainable. The
Sustainability Advisory Board is guided by the Sustainable City Principles embodied in the City's
Sustainability Plan.
b. Assist in the development of plans and policies to enhance the sustainability of the City as a
whole.
c. Educate and engage the public in efforts to make the community of Lake Oswego, including
residents, businesses, and institutions, more sustainable.
SAB Meeting Ground Rules
We have agreed to abide by these ground rules to increase our meeting effectiveness.
1. Participate–everyone share "airtime"
2. Speak for yourself– use "I" language
3. Seek clarity:
–ask clarifying questions
– paraphrase what you hear others say
–check out your hunches
4. Be respectful:
– be on time
–come prepared
–turn off phones, pagers, and other devices
–avoid interrupting others
–don't use inflammatory labels &judgments
5. Have fun

Call to Order/Roll Call
Co-Chair Eliot Metzger called the September 25, 2017 meeting of the Sustainability Advisory Board (SAB)
to order at 6:30 p.m. in the Conference Room of the Main Fire Station, 300 B Avenue, Lake Oswego,
Oregon.
Members Present: Eliot Metzger, Karl Friesen, Sarah Hussion, Stephanie Glazer,
Paul Soper, Bob Sack, Karthik Sreedhar, Councilor Jeff Gudman
Members Excused/Absent Richard Canaday
Staff: Jenny Slepian, Sustainability and Management Analyst
Public: Duke Castle
Announcements from Board and Staff
• Far West Fibers no longer collecting plastics
• Working with Tesla on installing EV charging stations in LO
Approval of Minutes
The Board unanimously approved the July 24, 2017 meeting minutes.
Public Comment
• LOSN holding a Green Buildings event
Regular Business
A. Review Agenda
Chair Eliot Metzger reviewed the meeting agenda.
B. City Council Update/City Council Goals Update
• No Council meeting in August
• September meeting:
o Updated proclamation for LO to be a safe and caring community
o Approved Woodmont Park contract
o Approved Hazelia Field turf contract
o Agreement to put sharrows on Botticelli instead of a bike lane
o Re-visited tree code- looking at trees with diameters greater than 50cm.
o Design charrette for Civic Center in November
o Public Works moved into new building
C. Climate Action Plan Update
• Eliot gave a presentation about where the CAP currently is and laid out what the 6 page
summary will look like. Demonstrated what the action template looks like.
• Bob presented a proposal to have a team at PSU look at public transportation issues in Lake
Oswego as a student project. Focus on microtransit.Also discussed a demand software
demonstration where a group comes to your city to do analyses.
• Group discussed transportation goals.
• All goals will be compiled by December 5.
• Reviewed buildings and energy, food consumption, and land use and planning goals.
• Stephanie mentioned that she has a lot of interest in development near 1-5. Look at partnership
with the County, Friends of Trees, etc.
• Names will be assigned to each goal in the plan to ensure it is implemented
• The draft will be made public and used in public forums and outreach.
Looking at changing the meeting date to November 13.
Discussed October get-together. Paul asked whether people would like to go on a tour of the Wizer
Block. Eliot suggested a tour of Oswego Pointe (?).Jeff is doing a tour of the trolley line on October 15 if
anyone would like to join. Stephanie asked for help looking at other city plans to see how they intersect
with the climate plan.Jeff suggested making that a goal. Eliot asked everyone to leave with a promise to
talk about the climate plan with 3-5 people.
Adjournment
Chair Eliot Metzger adjourned the meeting at 8:30 p.m.
