Christ Esoiscopal Church 1060 Chandler Road Lake Oswego, OR PRESENT: N. J . Germond, Chairman P. Barnum, B. Cromwell , K. R. Michel . (M. Stiles appeared before meeting to deliver an excellent report then left. ) Chairman Germond called meeting to order. Minutes of April 8 meeting were approved. Announcement made that George Beard and Katie Ericcson had resigned. Norma Germond and Joyce Cohen will visit CRAG office to discuss CRAG's views on energy conservation. Pat Barnum reported receiving a call at City of Lake Oswego Planning Dept. from LCDC office in Salem. Apparently, LCDC had overlooked establishing guide- lines on energy conservation for local planning groups. The State Department of Energy has been receiving calls from various communities asking for help in es- tablishing energy conservation planning. LCDC had remembered that Lake Oswego had been the only community to announce that their citizen's group was launch- ing a study and forming a committee for energy conservation on a local level . So LCDC has asked that the experience and groundwork done to date by the Lake Oswego Energy Conservation Task Force be outlined to LCDC. Pat Barnum, (other committee members, if available) will go to Salem April 29 to make a presentation to LCDC. Norma Germond read two letters from Virginia Campbell , chairman, Community Identity, Design and Aesthetics Task Force, written to the Lake Oswego City Council , ...T ... -2- Planning Commission, Design Review Board, City Administration and The Review. The Energy Conservation Task Force Committee supports the concept of mini- mizing sidewalk, curb and storm sewer construction for the following energy conservation reasons : construction of gutters require storm sewers which convey runoff , preventing percolation and replenishment of water table. This in turn requires more energy for more pumping and irrigation (sidewalk construction should be aimed solely toward conveying children to eliminate the need for school buses) . energy saved from construction of sidewalks and manufacturing and transportation of materials for sidewalks Norma Germond presented two findings from the Multnomah County study of energy conservation as effects Land Use Planning. Other findings will be developed by further study by other members of committee, such as : Increasing growth rate of use of energy and the Decreasing rate of supply. Discussion centered on issues to be defined and analyzed. Melba and Jack Stiles a have prepared^horough and detailed study on "Construction". Pat Barnum sug- gested that initially, energy Aconstruction methods will not be voluntary but will require strict controls. On "Transportation", the following issues were presented by Bill Cromwell and Mike Michel : • continued heavy reliance on the passenger automobile of low occupancy . development of an efficient traffic flow pattern Discussion followed with development of a third issue by the aroup. . active promotion of alternative forms of transportation Sub-issues examples are : Mass transit; Development of interconnecting bike paths and footpaths. Norma Germond and Pat Barnum presented their findings on issues effecting 4 Land Use. Considerable discussion followed on the various issues. Meeting adjourned around 10:30 P.M.
