HomeMy WebLinkAboutApproved Minutes - 1976-04-06 LAKE OSWEGO TASK FORCE NATURAL RESOURCES AND OPEN SPACE MEETING: April 6, 1976 Members Present: Gray, Miller, Fuchs, George, Loutzenhiser, Ellington, Layton, White, Kuntz, Halling, Harlan, Schukart, Weaver, Copeland, Batten (Ad Hoc). Minutes of March 30th stand approved. Discussion of obtaining more Task Force publicity in the Lake Oswego Review. Karen Lydel of the Review staff will meet with T.F. representatives each Thursday morning. Jan Fuchs and Kathryn Gray will meet with her this week. Jan will submit informa— tion on the upcoming joint meeting for April 14th, and we will encourage more obvious coverage of Tash Force activities in the future. A feature story , seeking active citizen participation, was suggested. Jean Hailing asked clarification of the term "issues", and discussion of this topic consumed most of the meeting time. Chair Gray quoted from the Lake Oswego Comprehen— sive Plan: Task Force Guidelines (p. 11) : 4. Issues: Issues are conflicts or problems related to the community which have been clearly identified by an individual or group as needing some form of attention or action to resolve. Issues generally involve some conflict among environmental, socail, economic, institutional and aesthetic concerns. Issues may be unique and site specific or broad and more generally occurring." Several members felt that our first concern should be to decide on the areas to be protected, and then determine the issues from this point. Others agreed that we need issues first to qualify the specific areas we want to consider saving. Chair Gray reiterated that our main concern at the present time was to meet the April 16th dead— line for submitting issues and findings of fact to the Planning Commission. She offered the word 'objectives' to substitute for'issues' , if tat term bothered some members. We were reminded that no recommendations were expected at this time, but that as soon as the issues and facts are compiled, then our next job was to go after recommenaation5. Chair Gray shared some of the issues committee members had turned in, and a general discussion followed. She also read a listing of those issues she had compiled from the group,. Because -the list was lengthy, they will be grouped under major topics a'.: findings of fact will be supplied before next week's meeting. Those members who volunteered to help Kathryn, will work at their time convenience with her on this, and organize what we have. Several questions were raised and discussed following this. Gray mentioned that the City didn't expect this first contribution (of April 16th) to be absolutely perfect — they just wanted to know the direction we're headed. Question was raised as to how specific we were expected to be — in determining sites, for example. Gray replied we were to be as specific as we wished to be, if it is warranted. Another matter was brought up, •involving government standards — or requirements — for the amount of open space per population. How involved are we supposed to be with these requirements. Jan Fuchs mentioned that federal standards set 25 acres per 1000 persons; Oregon state standards are 15 acres per 1000. Geri Miller will research current thinking on this. Natural Resourace/Open Space April 6, 1976 A copy of the recently-published - and long-awaited - Lake Oswego Physical Resources Inventory was shared with the group. General discussion on contents and background of this two-year effort proved interesting and informative. Popefully, members will have access to this report during ensuing weeks. It should prove very beneficial, although our approach is not strictly confined to LOPRI's findings. Gray announced a hearing on Tualatin Water Resource Development, to be held April 23rd in Tualatin. The sub-group meeting on researching distinctive areas, originally scheduled for last month, has been set for Thursday, April 8th, at 7:30 P.M. at Jan Fuchs home. Bill Copeland will conduct another "field trip" to view these areas on Saturday, April 10th. Those interested will meet at Lake Grove School parking lot at 10:00 A.M. Meeting adjourned.
