Subject: Knaus Road Application for speed bumps
An application was received from the neighborhood in November of 1999. A subsequent traffic
investigation was undertaken by the City. Two traffic counters were placed on the road for 48 hours.
One at 13010 Knaus Road and the other one at 13041 Knaus Road. This section of Knaus Road is in
the City limits of Lake Oswego and is approximately 1300 hundred feet long from Boones Ferry to
Goodall Road. It is classified in the City's Comprehensive Plan as a neighborhood collector. The
traffic study produced the following scores for traffic calming:

LOC 32.14.034 states that applications receiving less than 30 points will not be considered for further
action. Thus, the Board can only consider the westerly section of this section of Knaus Road between
Alto Park Road and Boones Ferry for further action.
My recommendation is to install two collector speed bumps on Knaus Road between Boones Ferry
and Alto Park Road(one is slightly to the east of Alto Park). One would be located at 13010 and one
at 13017 Knaus Road with approximately 450 feet of spacing between. Since the City is not funding
this program, funding for installing two speed bumps would have to come from the neighborhood.
Approximate costs for two speed bumps, based on recent installations in the City by a contractor, will
be approximately $2100 apiece for a total cost of$4200.

Mr. Kronenberg moved to adopt the staff conclusion and recommendation
not to recommend traffic calming devices and to request that the staff
provide any and all alternatives to resolve the problem. Ms. Jordan
seconded the motion. The motion passed with Mr. Cosper, Mr. Kronenberg, Ms.
Maghbouleh, Ms. McHenry, Ms. Jordan and Mr. Woods voting yes. Mr.
Germond was opposed.
V. PUBLIC HEARING
Application for Speed Bumps on Knaus Road
Kathy Marcott, Traffic Engineering Technician, presented her memorandum to the
Transportation Advisory Board dated February 3, 2000. She reported that a traffic study
had been conducted on Knaus Road (a Neighborhood Collector Street) between Boones
Ferry and Goodall Roads. She advised that the study results showed that speeds in the
area averaged 30 — 33 mph and only the westerly section of that portion of Knaus Road
technically qualified for further traffic calming consideration. She explained that due to
the hilly topography in the area, there were only two locations that would accommodate
speed bumps: at 2254 and 13010 Knaus Road. She pointed out the "impact area" which
is the area determined to have an impact from installation of traffic management devices
and becomes the voting area. She advised that although the traffic management devices
would be located within the City limits, Knaus Road was a County road. She related that
Evan Boone, Deputy City Attorney had advised that the City had the authority to install
the devices. He also advised the City to notify the County of the proposed installations.
He noted they would impact non-City residents. He advised that non-City residents were
eligible to testify to the Board, and all registered voters within the impact area and inside
the Urban Service Boundary were entitled to vote, regardless of whether they lived inside
or outside the City limits.
Proponents
Celia Kilsby, 13040 Knaus Road, Lake Oswego, 97034 described how she believed the
speed bumps would slow vehicles traveling between the speed bumps. She stated that
many pedestrians and bicyclists used the roadway. She indicated she believed the speeds
reported by the study were slower than they would be on a normal day because of the
presence of a landscaping crew with "Slow" and "Stop" signs at the time of the traffic
study. She opined the devices would increase safety in the area. She asked that the City
fund the installation because of the fact that the road connected to shopping and services
along Boones Ferry Road. She also indicated that she believed it would have been better
to locate the traffic counting devices closer to Alto Park Road.
Ms. Maghbouleh recalled an instance where a pedestrian she knew had been hit by a car
along Knaus Road. She opined the speed bumps would cause drivers to slow down in
that area.

Karen Ingels, 12831 SW Alto Park Road, Lake Oswego, 97034 suggested that after
the speed bumps were installed, signs also be installed to discourage drivers from cutting
through the neighborhood (similar to signs installed in the First Addition neighborhood).
She suggested they be located at the intersections of Knaus/Boones Ferry Road; Country
Club/Goodall; and Goodall/Boones Ferry Road. She asked if the study had considered
the existence of bus stops and the high school in the neighborhood. She requested that
the City fund the installation of the speed bumps. She recalled a recent experience where
she and her children were startled by a speeding car cresting a hill as they crossed the
road.
Mr. Germond explained that six months after speed bumps were installed the residents
would vote on whether or not to retain them. He encouraged the petitioners to assemble
strong support of all residents in the impact area. Ms. Marcott clarified for the Board that
Alto Park Road provided another connection to Boones Ferry Road.
Mike O'Brien, 12041 SW Thoma, Lake Oswego, 97034 stated he had resided at the
corner of Thoma and Knaus Roads for 32 years. He observed that most of the traffic
passing his house along Knaus Road traveled at speeds of at least 35 mph. He suggested
the staff-proposed location of the westerly device be moved further west and closer to the
top of the hill. He stressed the area's topography reduced sight distance along the
roadway near a bus stop.
Gwen Simpson, 12850 SW Alto Park Road, Lake Oswego, 97034 stated she served as
secretary of the Forest Highland Neighborhood Association and resided on the corner of
Alto Park and Knaus Roads. She observed that many young drivers traveled to and from
the high school along Knaus Road. She recalled that a four-way stop had been installed
at the intersection of Goodall and Knaus Roads as a result of past accidents there. She
asked that the City fund the speed bump installations because they would benefit children
using the school bus stop.
Evan Williams, 13085 SW Knaus Road, Lake Oswego, 97034 stated that he resided at
a sharp turn at the corner of Knaus Road and Forest Meadows Road. He testified that
vehicles typically traveled at speeds greater than the speed limit there. He opined that the
speed bumps would impact irresponsible drivers and not responsible drivers. He
requested that speed bumps be located on the long portion of Knaus Road that ran south
of his residence and also on the portion of Knaus Road between his home and Goodall
Road.
Board Deliberation
Mr. Schoening clarified for Ms. Jordan that developers of the new homes on Knaus had
typically not been required to install sidewalks at the time of development, but had been
required to agree to participate in a Local Improvement District to install street
improvements at a future date.
Ms. Marcott clarified for the Board that the School District chose the sites for school bus
stops and evaluated them each year. Ms. Maghbouleh related three school bus stops had

been located between Boones Ferry Road and Goodall Road so that children would not
have to walk too far. Ms. Marcott also clarified that the City staff could not conduct
traffic studies along the portion of the roadway that was outside the City limits and the
County was responsible for maintaining the roadway. She noted the County had no
program or funding in place to address speed bumps.
Mr. Germond moved to approve the application subject to recommendations of the
Engineering Department staff. Ms. Jordan seconded the motion and discussion
followed.
Mr. Cosper wondered whether a developer could be required to pay for the devices if the
City and County could not fund them. Mr. Schoening advised that state law restricted
how Systems Development Charges (SDCs) could be assessed and spent. He explained
that the funding was to be used for capacity improvements and would not be available to
pay for speed bumps. He recalled that in the years since the City Council discontinued
funding of the devices only one property owner had paid for two speed bumps (on Iron
Mountain Boulevard).
The motion passed unanimously.
Mr. Germond moved to recommend to the City Council that the City fund the speed
bumps on Knaus Road. The motion failed for lack of a second.
Ms. McHenry asked staff if there was sufficient signage along Knaus Road. Mr.
Schoening advised that the regulatory limit on speeds in residential areas was 25 mph,
but it was not required to be posted to be enforced. The applicants clarified that the speed
limit was posted on the roadway, but the signs were seasonally obstructed by vegetation
and were probably installed too high above a driver's line of vision.
Ms. McHenry closed the public hearing.
VI. STAFF REPORTS
1. Report from the Police Department
Stacie Bernert, Traffic Officer, presented the 1999 Year End Report of the Lake
Oswego Traffic Department. She related that the number of crashes (245) had
increased since 1998 (212). She noted the most frequent location of accidents
was along Boones Ferry Road, State Street and Kruse Way and most frequently
happened on Fridays, then Thursdays, and then Tuesdays during rush hour traffic.
She reported 6 serious injuries and one fatality. She pointed out the report
included a chart showing the number of crashes each year between 1980 and
1999. She also noted that the Traffic Unit had written 50% of all of Police
Department citations during the year. She pointed out a listing of community
activities the Traffic Unit had participated in during the year. She confirmed for
Mr. Germond that the majority of crashes, especially of those along Boones Ferry
Road between Bryant and Kruse Way, were rear-end crashes.
