COUNCILOR The overriding congressional interest that can be addressed by this ELLIE McPEAK, COUNCILOR change is the fact that Lake Oswego has a railroad track that goes through our downtown into the City of Portland. The Willamette Shore KARL ROHDE, Trolley is currently using it. It is our future intention to rezone adjacent COUNCILOR land into mixed use and housing that will provide ridership for the Willamette Shore Line. This will provide viable interurban rail that will BILL SCHOEN, be eligible for federal funding. COUNCILOR Please consider this Lake Oswego-Portland connection as it relates to JOHN TURCHI, federal redistricting. We feel it would be beneficial to both entities. It was presented to the reapportionment task force and citizen review committee on April 10th, 2001. Characteristics of the Alternative: This alternative preserves existing jurisdictional integrity by keeping all cities intact with the exception of Beaverton and Portland (consistent with existing district boundaries). In addition, it respects neighborhood association boundaries wherever possible. The Numbers: In this alternative, the population deviation from the target population (217,596) ranges from 2.16% below to 1.9% above. It is a modification of the draft alternative A. Characteristics of the Alternative: In District 6, Councilor Monroe feels that the David Douglas school district is a distinctive community of interest in this area, and should be preserved. In addition, the Hazelwood and Mill Park neighborhoods are united in District 6, avoiding the split of Hazelwood set out in Draft Alternative A. To compensate for the population gain, the community of Happy Valley and the area around Maywood Park are moved into District 1. The Numbers: In this alternative, the population deviation from the target population ranges from 2.18% below to 1.9% above. This concept illustrates the philosophy that: "Communities of interest are not defined by county lines drawn a century ago, but rather by patterns of development as well as jurisdictional lines drawn more recently, such as neighborhoods, school districts, and sub-district sch000l service boundaries" Chisholm/Ames Map Proposal. Characteristics of the Alternative: Districts contain major portions of more than one county. The county lines are 'actively blurred' whenever possible. Communities of interest are defined by neighborhoods, school districts and socio-economics. The Numbers: In this alternative, the population deviation from the target population ranges from 2.36% below to 2.32% above.
