Schmitz, City Manager SUBJECT: Speed Bumps - Knaus Road DATE: 4 May 2001 POLICY ISSUE This matter is before the City Council for a policy decision regarding funding of two speed bumps on Knaus Road. The installation of the speed bumps has been approved and recommended by the Transportation Advisory Board. When the Council discussed the Knaus Road installations on 1 May, it continued the matter so that consideration could be given to the broader policy implications of authorizing the public funding of the two Knaus Road bumps. SPEED BUMP HISTORY February 23, 1993 Council adopted resolution 93-12 setting the policy for use of speed bumps as traffic management devices July 20, 1993 Council adopted resolution 93-55, amending 93-12 May 2, 1995 The Council adopted resolution 95-17 replacing 93-12 and 93-55, authorizing speed bumps to be used as traffic management devices through the Neighborhood Traffic Management Program January 16, 1996 The Council reviewed the speed bump portion of the neighborhood 13 MEMORANDUM: Speed Bumps - Knaus Road Page 2 4 May 2001 traffic management plan. One issue was "should there be a temporary moratorium on approval and installation of speed bumps?" They agreed to complete 16 work projects and to notify applicants for speed bumps that funds would not be a available until after adoption of the 1996-97 budget May 6, 1997 Councilor Chizum moved to place a moratorium on speed bumps, Councilor Lowrey second. The motion failed. Councilor Rohde made a motion to direct staff to continue to accept applications for review under the Neighborhood Traffic Management Program,with the understanding that the devices would not be funded by the city, Councilor Atherton second. The motion passed. SPEED BUMP FUNDING Within the Street Fund is an annual allocation of$100,000 entitled, "Small Works." These monies are utilized for minor paving projects, the installation of missing links of sidewalk and, in the past, has been used for speed bump installation. 14 . Speed bumps are traffic management devices that are used to lower travel speeds of motor • vehicles, Their installation shall not occur without a complete engineering investigation Speed bumps in Lake Oswego may be placed only on City streets classified as local residential streets or neighborhood collectors. - it is intended by this policy that speed bumps will generally be placed first on local • residential streets and thereafter on neighborhood collectors l,cgal Authority Speed humps shall be placed only by the authority of the City in accordance with these standards and all other applicable regulations In addition to any other penalties prescribed by law, all costs of removing any unauthorized speed bump placed on the street right of way by a private organization or individual shall be charged to that organization or individual. Standardization of Application Through the strict adherence to the standards and guidelines described in this document, every speed bump installation shall be equally recognizable and require the same action on the part of motorists regardless of where it is encountered Unique or "no-standard" situations may warrant special treatment where justifiable and based on an engineering study and approved by the City The placement of speed bumps on City streets shall ordinarily be made in accordance with the criteria set forth in this policy however, as with other traffic management devices, engineering judgment is essential to the pi oper use of-speed bumps and studies may indicate that speed bumps would be unnecessary or unsafe at certain locations Data 17 obtained from traffic engineering studies of physical and traffic related factors shall be used in determining where speed bumps are appropriate. Two types of speed bumps will be used by the City. Speed Bumps for Local Residential Streets - Generally for use on local residential streets as shown and specified by the City's adopted Comprehensive Plan Transportation Element. See criteria for application and design on page 6. Speed Bumps for Neighborhood Collectors - Generally for use on neighborhood collector streets as shown and specified by the City's adopted Comprehensive Plan Transportation Element See criteria for application and design on page 7. Speed bumps may he installed on street sections with a grade equal to, or less than five percent (S%). The installation of speed humps on street sections with a grade greater than five percent (5%) must he based on an engineering evaluation. Speed bumps .hall not he installed on street sections with grades greater than eight percent (8%). h SIGHT DISTANCE - Speed bumps shall not be placed within a curve In addition, speed bumps shall be placed in such a manner as to he clearly visible-2-5O-I50 feet in advance by approaching motorists • c STREET (.CONDITION - The City Public Works Department shall inspect any street being considered for speed bump installation prior to construction If it is determined that improvements or maintenance is required, the \cork shall be completed before bumps are constructed • 18 • d CURBS - Speed bumps maybe installed in City streets without curbs. However, in order to avoid potential circumnavigation around bumps at locations without curbs, precautions such as the installation of road side delineators may be taken. e DRIVEWAYS - Construction of speed bumps at driveway locations shall he avoided where possible to reduce te-avoid potential vehicle conflict • PARKING - Parking shall not be allowed directly on top of speed bumps, or in a location that would prevent them from being easily recognized by motorists BUS STOPS/ZONES - Speed bumps hall not be installed in City street sections where transit vehicles must transition between travel lane and curb stop Speed bumps hall be located to ensure that transit vehicles • can traverse the bump perpendicularly h SPACING - Speed bumps installed ire series shall be spaced according to an engineering evaluation of the physical street section and operational data Typically, in this situation, speed bumps shall be spaced between 300 and 000 feet apait • iITILl•1•IES,- Speed humps shall be located in such a way as to avoid access conflicts with undet ground utilities such as boxes, vaults, sewers, and surface water channel Speed bumps hall be located no closer than 1 5 feet to any sewer manhole to avoid impact vibrations being transferred to adjacent residences FUNDING - The installation of speed bumps shall be prioritized by the T-Faf fc• Safety-Ce-mmi ion Neighborhood Traffic Advisory Board based upon an annual ranking Speed bumps that are not on the priority list, but requested by individuals, neighborhood or homeowner associations, may be , constructed at the expense of the individual, neighborhood or association The placement of speed bumps initiated by both the City arid others, as above, shall be Lover ned by rules and procedures adopted by the City pertaining to the installation of traffic management devices • k TEST PERIOD - Speed bumps are subject to a twt.-year-three to six month trial period l)tir►n_z this test period they may be removed at • anytime at the direction of the Traffic ;r3Cety l`ommrsston Neighborhood Traffic Advisory Board. 19 • • • Speed bumps may be removed a --1 'we-yeea f il_ aet4ed after the initial test period by a vote of the impact area or by the Public Works • Director due to changed traffic conditions and an updated engineering investigation Construction and Maintenance of Speed Bumps • Speed bumps may either be constructed by the City, or, upon approval, by a private contractor. Materials and construction shall meet the City's approved standard plan and specifications Speed bumps shill be constructed within a tolerance of 41- 0.25 inches in height. .Speed bumps constructed by a private contractor and accepted by the City shall become the property pi the City of Lake Oswego • SPEED BUMPS FOR LOCAL RESIDENTIAL STREETS Application • a These speed pumps shall be used only on local residential streets and neighborhood collector streets with posted speeds of 25 mph and are appropriate for street sections with 85th percentile speeds between 25 mph and 35 mph. They shall not he used on street sections with 85th percentile speeds of less than 25 mph h They may not be appropriate for street sections with S5th percentile speeds in excess of 35 mph Installation in street sections with greater than 35 mph speeds (85th percentile speed) shall be based on careful evaluation of the street section, land-use, traffic-type, and volumes - c They shall not he used on street sections with an 85th percentile speed of 40 mph or greater Design d The 14 feet long; vertical cross sections of the speed bump, measured in the direction of traf is flow, shall be a parabolic curve with a maximum height of 3 inches at the mid point, and be 14 feet in length as detailed in the standard plans for local residential street speed bumps • ' 2 V y . • 1 y � e. Local residential street speed bumps shall be accompanied by appropriate signing and pavement markings as detailed in the City's standard plans for speed bumps, I' Where possible, these speed bumps shall be located at least 60 feed from the closest perpendicular extension of an intersecting street curb or pavement edge line. SPEED BUMPS FOR NEIGHBORHOOD COLLECTOR STREETS • . Application a These speed bumps are limited for use on local residential streets and neighborhood collector streets only, as described in the Transportation Element of the Comprehensive Plan. • b They are most appropriate for street sections with 85th percentile speeds between 35 and 45 mph. They shall not be used on street sections with 85th percentile speeds of less than 30 mph Design c The 22 foot long, vertical cross-section of the collector speed bump, measured in the direction of-traffic flow, shall consist of a 10 foot horizontal platform, 3 inches in height which transitions at both ends to existing pavement level by way of 6 foot parabolic crowns, as detailed in the standard plan for collector speed bumps d. Speed bumps for neighborhood collector streets shall be accompanied by appropriate signing and pavement markings as detailed in the standard plans for speed bumps e Where possible, collector speed bumps shall be located at least l00Teet from the closest intersecting curb or pavement edge of line. • • • • G N i
