SUBJECT: Neighborhood Traffic Management Program (NTMP)
DATE: 4 May 2001
In the morning agenda review session on 1 May, the Council requested a brief
presentation on the evaluation criteria and process for determining whether or
not speed bumps be installed.
Attached is a memorandum from the Engineering Department, listing the criteria
utilized for project qualification. Also attached is the pertinent section of the City
Code and an actual application/evaluation sheet for the speed bumps on Knaus
Road that the Council is considering.

This memorandum will attempt to clarify the scoring process used in evaluating
applications for traffic calming devices as outlined in LOC 32.14.034, Review and
Decision, sections (la-f)and (2). Preliminary data about each NTMP application
including volume of traffic,physical characteristics of the subject street, speed and
accident information is gathered,then reviewed and points are assigned in six areas as
follows:
a. Traffic Volume
This score is determined by taking the average weekday traffic for 48 hours
on the segment of the project street having the highest volume and dividing it
by 200 to determine the point total. Maximum score for this section is 30
points.
For example, the total volume on the section of Knaus Road between Boones
Ferry and Alto Park Road for two days was 2914 divided by 200 = 14.57 or

Percent of vehicles traveling at least 3 miles per hour over the speed limit
taken on the same segment of the street used to determine traffic volume.
Maximum score for this section is 30 points.
435 vehicles were traveling at least 3 miles over the speed limit on Knaus
Road. This number was divided by the highest volume for one day (12-15-00)
which was 1504 vehicles. 435 divided by 1504 is 29 percent divided by 3 =
9.64 or rounded off..................................................................10 points.
c. Accidents
Five points shall be assigned to project streets for each correctable accident
reported in the last three consecutive years from the date of the application.
Non-correctable accidents (those that would not be prevented by a traffic
management device) shall not be counted. Maximum point score is 15.
There were no accidents reported by LOPD for the years 1997, 1998, and
1999 on this section of Knaus Road. The City received their application on
November 8, 1999.....................................................................0 points.

d. Schools
Five points shall be assigned for each public or private school bordering on
the subject street. And five points shall be assigned to project streets which
are located within a walking area surrounding a school as designated by a
school district if the walking area does not have sidewalks or pathways.
There were no public or private schools on the street nor were there walking
areas surrounding a school along the entire studied section of Knaus Road
from Boones Ferry to Goodall Road............ 0 points
e. Other Pedestrian Areas
Five points shall be assigned for each pedestrian oriented facility or group of
facilities, if adjacent to one another. These could include elderly housing,
parks, the Library, Adult Community Center, neighborhood pool, swim park.
The maximum point total for this section is ten points.

f. Street without sidewalks or pathways
A maximum of five points shall be assigned if the project street is not
bordered by a sidewalk or pathway.
Knaus Road has no sidewalks or pathways in this section so we assigned the
street five points......... 5 points

Applications receiving less than thirty points will not be considered for further action.
However, in the Knaus Road example cited above, the segment of street between Boones
Ferry and Alto Park Road received 30 points and went on to a public hearing before the
Transportation Advisory Board (TAB). The TAB approved the installation of two
collector speed bumps on Knaus road at their hearing held on March 8, 2000.
