Re : Meeting with Lake Oswego Coordinating Council
Doug and I attended the Lake Oswego Coordinating Council Meeting on Thursday,
September 20, 2001. The meeting was well attended and very helpful. At first we went
around the table and each chair or vice-chair introduced him or herself explaining what their
particular Board or Commission did, and what the projects were that each Board was
working on.
Term Limits for Board Members
We asked the people present what their thoughts were with respect to imposing term
limits for members of the various Lake Oswego Boards and Commissions. It was the general
consensus of those attending that term limits were not necessary. One person mentioned the
fact that they understood as members of the various Boards and Commissions that they served
at the pleasure of the City Council, and if the City Council wanted to appoint someone else, it
was the City Council's prerogative to do so. Others supported the continuity of membership
because of the necessity for an institutional memory for the Board of Commission. It was
mentioned by one person that there are no guarantees that a person will be re-appointed at the
end of their term. There was also a comment that the City Council can rely upon the chairs
of the various Boards and Commissions in the interview process in determining whether to
reappoint a certain person.
Selection of Boards/Commission Based Upon Applications
We had a long discussion about whether the City Council should select members to
the Boards and Commissions based upon the application form. There were a few people who
thought that that would be appropriate, but the majority felt that personal interviews were the
best. It was only in the rare situation where the number of applications were so
overwhelming that it would be appropriate to use the application forms to screen. It was
stated these are volunteers and that it is important to keep the volunteer spirit alive in the
community. It is another way in which the City Council can engage with the community at
large.

It was felt that the interview should be no less than fifteen minutes.
The application form should be in two parts. The first part would consist of general
questions that would be applicable to being a member of any Board or Commission. The
second part would be more tailored and specific to the particular Board or Commission. It
was expressed that it was important that applicants attend at least one meeting prior to the
interview.
The group agreed that alternates were acceptable, but that they should be on the
alternate list for only twelve months. If the person is on the alternate list, he or she should
receive the agendas and be encouraged to attend one or two meetings per year.
It was also suggested that when we interview applicants for Boards and Commissions
that we agree on asking everyone the same questions. That way the interviewers get a better
impression and sense about who is and who isn't qualified for the particular position.
It was mentioned that the Boards could do some of the initial screening if a situation
arose where the number of applications were numerous. However, by and large, the group
favored face to face interviews.
General Thoughts
I thought that the meeting went well. There was more than one person who approved
of the idea of the Board Chairs getting together to meet with each other and meet with City
Council. I heard them comment that they would like more contact with members of the City
Council.
I think that this particular type of meeting should be done twice a year. It does not
necessarily have to be the Mayor; it can be another City Councilor who leads the discussion.
The purpose of the meeting is not only to hear what the Boards and Commissions are doing,
but it allows each other Board and Commission to know what the other Boards and
Commissions are doing.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE OSWEGO
AMENDING CITY COUNCIL ADMINISTRATIVE PROCEDURE NO.13,
APPOINTMENTS/REAPPOINTMENTS TO BOARDS,COMMISSIONS,AND
COMMITTEES
WHEREAS,the City Council desires that when a current member of a Council-
appointed Board,Commission,or Committee wishes to continue in said position,a new
application shall be submitted to be included with the applications of new candidates;
and
WHEREAS, an exception can be made if the current member's original application is six
months' old or less;and
WHEREAS,the City Council desires to amend the first paragraph of City Council
Administrative Procedure No. 13,Regular Members."
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Lake
Oswego that Administrative Procedure No. 13,"Appointments/Reappointments to
Boards,Commissions,and Committees," is hereby amended by deleting text shown as
struck out and adding new text shown in redline,as follows:
Regular Members.
Prior to the expiration-of a ter ►on a Council appointed Board,Commission, or
application shall-bc included with the applications of new-candidates. City Council
members shall interview all candidates before making an appointment.
The appointment of persons to positions or vacancies on Council-appointed Boards,
Commissions or Committees shall be made in accordance with Lake Oswego City Code
12.50.015 (1). If a current member of a Council-appointed Board,Commission or
Committee wishes to continue in said position,the current member shall submit a new
application to be included with the applications of new candidates. An exception can be
made if the member's original application is dated within 6 months of the position's
term expiration date or date of vacancy.
Approved and adopted by the City Council of the City of Lake Oswego at a regular
meeting held on the day of October 2001.
