HomeMy WebLinkAboutApproved Minutes - 1961-10-10 Special • October 10, 061 . 11 40 A special meeting of the Council of the City of Lake Oswego convened at 7s30 p.m.' on October 10, 1961.-' Present were Coan, Hermsen, Lawrence, Ross, Thomas and Mayor Stidd. Stewart excused on account of illness. Moved by Thomas, seconded by Hermsen that the reading of the previous minutes be waived. So ordered. • CITY ATTORNEY - L. Eugene Crampton ' Opening of bids on $750,000 Lake interceptor sewer bonds as follows; Citizens Batik of Oregon 3.5667% Blyth & Company - 30518656% First National Bank 3.641 Moved by Lawrence, seconded by Thomas that we accept the bid of Blyth & Company subject to rejection if error is found upon re-checking. Carried unanimously. Mr. Hull Deleon of the First National Bank of Oregon complimented our attorney on the adequate method of preparation and presentation he made for the call for bids, stating that this was one of the factors in the favorable bid receivedo He also complimented the Police Department, as a member of the school board, for their police work at the school crosswalks. • . • ADMINISTRATIVE ASSISTANT a G. D. Gleason . Communication from the Oregon Alarm Systems stating their inability to comply with • ® the exclusive franchise provisions as set out in Ordinance No. 771. During the Council°s discussion of this type of business, the City Attorney was instructed 'to prepare an ordinance prohibiting further business of this nature under our busi- ness license ordinance and making the fame a franchise type of business. This will ' be presented ata later date. • Communication from Oswego Bethel requesting waiver of the business license in order to sell candy. Moved by Lawrence, seconded by Coan that such waiver be granted. Carried. WATER PLANNING & DEVELOPMENT - Councilman Coan Presented his recommendation in regards to the purchase of Cushman scooters as re- • quested in previous Council meeting, stating that the Superintendent of Public . Works wished to forego the purchase of a pick-up truck this budget year in order to obtain two Cushman scooters for his meter readers. Moved by Coan, seconded by Harmsen that.said authorization be granted and call for bids for purchase--of said scooters be made. Carried. - . PARKS a Councilman Hermsen • Submitted a request for permission. for use..of George Rogers Memorial Park by Y.M.C.A. Gray-Y's, and a request from the Oswego Motor Company for October 14th only. Moved . by Hermsen, seconded by Lawrence such authorizations be granted. Carried. Resolution read for repair of boat landing. Moved by Lawrence, seconded by Hermsen such resolution be adopted. Excavation cost of $18,000; property value $5,500; engineer°s plans, $1200 and the test borings, $100.00, Total $24,800.00. This was '. . 111 Foro C noc immien dsuect in "thsattd l tth e i ts adt s bw er edrct , cluded, the City of Portland would not remonstrate against the irprovement dis- trict* Council instructed the Engineer to proceed with\an estimatedof costs, and that the Portland dollar value would be adjudicated later* SEWER PLANNING 8 DEVELOPMENT - Councilman Thomas • Informed the Council that at this time, he was not able to preset the City's financial'position as to sewage charges, but would be able to make his analysis and his recommendation as to Portland's offer for sewage treatment at the next Council meeting* The Engineer informed the Council that the Soil Solidi£iers who have been working on the leaks on the McVey sewer have completed about two-thirds of their contract and should be completed by the 11th* Councilman Coen informed the Council the lake is now down 24 inches* There being no further business, Council 'adjourned at 8s45 pan* . , }/ . . ..
