Regular meeting•of the Council of the City of Lake Oswego convened on October 17,
1961 at 7130 p.m. Present were Coan, Lawrence, Howson, Ross, Thomas and Mayor
Stidd. Stewart excused on account of illness. Doctor Stanley honored guest.
REQUESTS FROM AUDIENCE - None
Moved by Lawrence, seconded by Coan that the minutes of the previous meeting be
approved as mailed. Carried.
CITY ATTORNEY - L. Eugene Crampton
Lot variance - Ribik. There were no written remonstrances on file with the Recor-
der and no oral ones from the floor. Resolution read allowing the variance.
• Moved by Herrnsen, seconded by Coon that said resolution be adopted. Carried.

per sheet attached.
Bickford Construction Company being the low bidder, it was moved by. Hernssen,
seconded by Lawrence that said bid, plus the alternate. (for paving), total of
$114,630.00, be accepted. Carried unanimously.
ADMINISTRATIVE ASSISTANT - G. D. Gleason
Communication from the Oswego Garden Club requesting the consent, approval, end
cooperation from the City in the planting of trees on the main street of Lake,:
Oswego.- Councilman Ross recommended that the City will want to exercise control
as to the type, planting, and where to be located; such planting to be planned
by a landscape architect and approved by the City. Recommendation accepted.
Communication from Mrs. Bromberg, 2910 S.W. Greentreo, requesting additional
places of payment of water bills. Referred to Councilman Coan for study and
recommendation.
Co:cmunicetion from .the American Fire Protection Company protesting the method of
bid call for fire truck. The Mayor informed the Council that he had been in con-

tact with the company and discussed their objections. _Their :lei:ter placed on
file.
CITY ENGINEER - R. N. Cicuden
Requested instruction from the Council 'regarding Foothills Rood route. Presented
his cost estimates versus the route suggested by the City of Portland, which
would go through part of our Public Works property. The estimate for Portland
route was $97,000 versus $85,300 for the original route.
At 8146 p.m. the Council adjourned until 9:00 p.m. At 9:02 p.m. Council recon-
vened by the President of the Council Lawrence. At 9:05 p.m. the Mayor resuined
the chair.

At the conclusion of the discussion in regards to the Foothills route, the
Council instructed the City Engineer to proceed upon the original route.
City Engineer called to the attention of the Council that the darn at the North
Shore Bridge was not holding and that water is seeping through the road and
around the bridge. The dam will not maintain the water level and, if it appears
that the abutments are being damaged, this dam will be removed immediately. The -
major expense is not warranted to maintain the water level during the construe-
tien of the lake interceptor sewer.

FINANCE - Councilman Thomas •
Councilman Thomas, reporting upon his fi,nancial.analysis in regards to the City
of Portland's offer to treat the City of Lake Oswego's sewage, stated that his
approach to this analysis was only hosed on financial Meta. Those were three' al
ternatives:
•
(1) Portland to treat all sewage (primary and secondary) from
the Tryon Creek drainage area
(2) City of Portland to treat all sewage from the City of Lake'
Oswego, and
(3) City of Portland to treat all secondary affluent from the
City of Lake Oswego.
Councilman Thomas called to the Council's attention that our primary plant is now
. serving a population of approximately 6,000. Inside of the next five years we
should increase the plant to take care of an estimated population of approximate-
ly 15,000; that the City of Portland had offered to give completo primary and
secondary treatment at $111.00 per million gallons and secondary treatment only
at $25.00 per million gallons. Socondary.treatment 'had originally been offered
at $12.50 per million gallons. Ha stated that for Lake Oswego to provide ade- ,
quate plant for primary and secondary treatment, thA additional cost would be
$504,000 for primary plant investment minus $185,000 (which is already, in service),

with out-of-pocket cost of $318,000. This is equal to $77.00 por million
S .gallons for operation, maintenance and amortization, as compared' with Portland's
.offer of $111.00 per million gallons.
The cost for providing secondary treatment only for a population of 15,000 is
$30.00 per million gallons as compared to Portland's offer of $25.00 per million
gallons.

Councilman Thomas therefore recenmendss
(1) That the City of Lake Oswego accept the offer of- Portland
for complete treatment, primary and secondary, for the
Tryon Creek drainage area at $111.00 per million gallons
(2) That the City of Lake Oswego plot the offer of complete
sewage treatment for all of tho City of Lake Oswego at
$111.00.per million gallons (this would mean mothballing
• our present plant), and
(3) That the City of Lake Oswego reject secondary treatment .
only from the City of Portland at $25.00 per million
gallons.
After further discussion, it was moved by Lawrence, seconded by Ross that the
report of the Finance Chairman be accepted and that the City proceed, with the
preparation of specifications for the construction of a plant necessary to take
care of the sewage problems of the City of Lake Oswego. Carried unanimously.
411 At this point Councilman Thomas expressed his thanks to Mr. Dorner, the Consul-
ting Engineer, the Accounting and Engineering Departments of the City of Lake
Oswego, for their cooperation in supplying him with the required information
to prepare his report. The Mayor congratulated Councilman Thomas.,for his analy-
sis and recommendation.
