HomeMy WebLinkAboutApproved Minutes - 1964-04-14 April I4, 1964 A special meeting of the Council of the City of Lake Oswego was •galled to order at '7:35 p.m. by Mayor Thomas. Councilmen present were Coan, Knowles, Ross, Reiner and Ferguson. The Mayor deferred approving the minutes of the April 7, 1964 meeting until the next regular meeting April 21, 1964. CITY ATTORNEY -• L. Eugene Crampton Recommended that Section 2 of Ordinance No. 1002 be amended as follows: "Shall a new City Charter be adopted incorporating the Council Manager form of government?" Ordinan•::e No. 1002 -" AN ORDINANCE PROVIDING FOR THE SUB- MISSION OF A COUNCIL MANAGER FORM OF CHARTER AT THE SPECIAL ELECTION MAY 15, 1964 TO THE VOTERS OF LAKE OSY+GGO •• was read for the first time in its entirety. Moved by Coan, seconded by Reiner that the ordinance be •read the second time by title only. Motion passed unanimously. Ordinance No. 1002 was read for the second time by title only and, ,upon roll call vote, was unanimously adopted. ORDINANCE NO. 1004 .. AN ORDINANCE ABOLISHING THE TITLE AND POSITION OF CITY ENGINEER, CREATING THE POSITIONS OF DIRECTOR OF DEPARIMENT .OF PUBLIC WORKS AND DIRECTOR OF DEPAR'1MENT OF PUBLIC UTILITIES, AND SPECIFYING RESPONSIBILITIES AND DUTIES THEREUNDER AND DECLARING AN EMERGENCY was read for the first time in its entirety. Moved by Coan that Section 5 be amended by'adding the following: "The present and any future appointee to said positions shall be , • Oregon Licensed Registered Engineers". Motion seconded by Reiner. Coan then moved that Ordinance No. 1004 as amended be read the second time by title only. Seconded by Reiner. Motion passed unanimously. Ordinance No. 1004 was read for the second time by title only and, upon roll call vote, was unanimously adopted. CITY TREASURER 0. J. McGunigal . Moved by Coan, seconded by Ferguson that Orville J. McGunigal be appointed Recorder pro tem while the Recorder is on vacation. Motion passed unanimous . ly. Moved by Knowles, seconded by Ross that Coan be appointed as Council President.
