Mike Henley, Director
Department of Parks and Recreation

P.O. Box 369
Lake Oswego, OR 97034
Dear Mr. Henley,
River Grove Elementary School is located in the southwest corner of
Lake Oswego School District. It is in Clackmas County between the
incorporated areas of the City of Lake Oswego and the City of River
Grove. Our students participate in all of the Lake Oswego sport club
activities, as well as those offered by the City Recreation Department.
The city uses River Grove for some of its indoor classes and has first
right of refusal on our recreational facilities as a result of the joint
use agreement between the city and the public schools. We are an
integral part of the sports and recreational community of Lake
Oswego.
Our fields are large and available for the youth of our area. They
could be utilized by a community starved for playing fields, although,
unfortunely, they are substandard and not playable. While River
Grove children benefit from improved fields at other Lake Oswego
schools, we would like to request that the City of Lake Oswego join
with the school district to improve the playing fields at River Grove
in the interest of all of the children both within and outside the city
limits of Lake Oswego.
I believe our school district is willing to join with the city to improve
the playing fields at River Grove School. Please explore with us the
possibilities of increasing the use of our fields by improving their
condition. All of our children will thank you.
Sincerely yours,

DEPARTMENT OF PUBLIC WORKS
MEMORANDUM , ,
TO: Parks and Recreation Commission
FROM: Pathways Advisory Committee (LOPATHS)
RE: Pathways Master Plan Amendment
DATE: October 26, 1993
The City Council has requested the Pathways Advisory Committee to commence the
process to delete the reference in the Pathways Master Plan to the funds-in-lieu of
• construction alternative. A copy of the proposed amendment is attached. Jeff Condit
reviewed the material and provided the wording in the last sentence.
LOPATHS presented the proposal at its annual public hearing on October 21, 1993, in
accordance with Section IX of the Plan. A motion was passed unanimously
recommending approval of the amendment to Section III, Paragraph 3 of the Pathways
Master Plan as proposed. It must now be forwarded to the Parks and Recreation
Commission for adoption and then to City Council for ratification, subject to the
condition, however, that the provision requiring property owners to provide right-of-
way or an easement is not an illegal infringement upon property rights.
Please notify LOPATHS when the amendment process has been completed and we will
take care of updating the Pathways Master Plan document.

TO : PARK AND RECREATION DEPT .
FROM: JOHN DEJAGER
DATE : SEPT . 19 , 1993
I am a longtime Lake Oswego resident who recently moved into the
area around Bryant Woods Nature Park . I would like to make a few
suggestions that would improve the park . If these suggestions
would be considered at the next Park and Recreation meeting
concerning park improvements I would appreciate it . I will list
them in order of greatest need.
1 . Improve existing paths in the park . To have a nature park is a
good start , but if it is not getting very much use we need to ask
ourselves why and work to alleviate the reasons . One of the main
problems is that the existing paths are either to narrow or to
uneven or both to walk on comfortably . It is very difficult and
unappealing for our elderly or parents with small children to
walk on a path that is very rocky or uneven without spending the
majority of their time looking at the ground so they won ' t twist
• an ankle or fall and break a hip . It also would be nice if the
paths were wide enough that a mother and child or a couple could
walk hand in hand without one of them dropping off the path . The
way the paths are now in many areas you are going to snag your
clothes on bushes or get them wet on rainy days because the
bushes or grass is rubbing up against you. That is if you are
lucky enough not to get your eyes gouged out from a low hanging
branch. I think you get my drift .
2 . Increase the number of paths in the park . At least make one
good loop that went around the perimeter of the park .
3 . Make a small raised foot bridge on the area shown on the map .
This would be a short bridge of probably only 20-30 feet . This
particular area that it would cover is to wet to walk over 6
months out of the year without getting your feet wet . This would
enable people to continue on the path without having to turn back
year-round.
With a little bit of work this park could be utilized yearlong by
a greater number of people with a more user friendly network of
paths .
FUTURE CCNSIDERATICNS FOR THE PARK AND RECREATION DEPT .
• 1 . Put a path around the 7 acre park south of River Run housing
development .
2 . Put a series of paths around Canal Acres . Either on the 13
acres that will be donated by the developer of the project if it
goes through , or on the existing property if it is added as a
•
City Park .
3 . Connect the pathways from these two parcels with that of
Bryant Woods Park to create a truely usable an outstanding
network of paths for the South Lake Oswego area .
I ' ve lived in the Lake Oswego area for 15 years and intend on
staying here until they carry me out in a pine box . I think the
Park and Rec Dept . and the other city departments have done an
outstanding job of making this city very livable . I would like to
see you continue on this path by making the improvements I
mentioned and to evaluate the future considerations I listed. If
I can be of any assistance please feel free to contact me .
Thank You

RE: TEEN CENTER
Afton Beutler, Chairperson of the Teen Center Board, informed me that the Board will be
holding meetings at 7:30 pm the third Tuesday of each month at the Teen Center. We had
discussed appointing a liaison to the Teen Center so I thought that person would like to
have this information.
