Also present were Commission members Charles Chapman, Howard Lofland, Randall Hargens, staff members Glen Holzemer and Lois Shepherd, and visitor Shirley Valo from The Oregonian. The minutes of the November 29, 1980 meeting were approved. There were no oral or written communications. Commissioner Hargens questioned the status of the Municipal Golf Course and the city parks after the latest ice storm. Glen Holzemer replied that it will cost in the neighborhood of $3,000 just to replace the trees that were lost and that the driving range in its present condition is barely functional . Reaardinn the storm damage to the parks, Mr. Holzemer stated there were twenty trees lost in George Rogers Park. Waluga Park also lost trees but not in areas where they would need to be replaced. Chairman Rindone discussed a memorandum which was sent to the Planning Department from the Parks and Recreation Commission concerning Standards 3-B and 4-D. The memorandum read as follows: "We would like to see these two items be subject to the approval of the City Manager and the City Council in view of the fact that this Standard will undoubtedly be in use for several years. " • Randy Hargens stated that he had talked with some of his friends and neighbors to get a general feeling of some of the issues. Regarding the issue of whether or not Lake Oswego needs more parks and recreation - more facilities and more land - some of the people who live around the lake were very adamant against it. The reason being they felt they had all the facilities they needed at the time and that they should not have to pay for a park they weren ' t going to use. They also felt that other people not living on the lake or rivers did not utilize the facilities at hand in Lake Oswego. Mr. Hardens stated that his reason for presenting his find- ings was to point out there were other reasons that keep people from voting for the acquisitions and that the Commission needs to be aware of these reasons. Bill Rindone stated that because he is a resident of Mountain Park he had received a letter dated February 8 from the Mountain Park Home Owners Association in which they discussed the acquisition of property in the vicinity of Peters Rd. and Aquinas. The developer has agreed to provide the Association with a park area near the Aquinas - Peters Rd. intersection. Mr. Rindone questioned the feasibility of purchasing adjacent land for the further development of a park area. Mr. Holzemer stated he felt the opportunity for development is not present based on the proposed subdivision plan. He further stated that there are some topography problems in the area. Chairman Rindone reviewed the minutes of the November 28 meeting in which ideas on public marketing were presented by Manager Harvey. A discussion followed and each Commissioner stated they were in favor of taking a survey, although concern was expressed over the length of time such a survey would take. Mr. Rindone 01111 stated that the question now before the Commission is what approach they want to MINUTES OF FEBRUARY 27 PARKS AND RECREATION COMMISSION - Page 2 • take and what issues do they want to go through first. It was decided that Mr. Harvey should be contacted to find out what information he may have obtained regarding the survey. The next issue discussed was whether or not the Commission wants to go forth with a public information Program and who should do it. It was decided that they go to the City for the development of the orooram. Regarding the acquisition of park property, Chairman Rindone asked the Commissioners if they wanted to contact the property owners. It was agreed that the owners should be contacted and that a letter should be written to Mike O' Brien of the Planning Department asking him for the names of the property owners involved. A discussion followed as to the best method of approaching the owners. Mr. Rindone will send a letter to each commissioner notifying him of the owners he is to contact. The meeting was adjourned at 9:20 PM. The next meeting will be held on Wednesday, March 12, 1980, 7:30 PM, at the Adult Community Center. Respectfully submitted, Lois J. Shepherd, Secretary • S
