Their plan is to (1) Give a better picture of what the smelter used to be like, and (2) Preserve what is there. The Commission expressed an interest in Mr. Finch 's proposal and decided to invite him to their next meeting on August 25 to obtain further information. 2. Myron Johnson said he had a call from Ray Amato requesting permission to use Waluga Park for American Legion baseball games from September 1 - November 1. There would be approximately 30 - 40 games with the teams coming from ten other communities as well as Lake Oswego. After discussion, the Commission decided to deny use of the field for this use and recommend that the field be used as a soccer field for 6 - 8 year olds during this time. OLD BUSINESS 411 1. Kruse Way Property Pat Darnell reported she and Howard Gamble had walked through the property and found the most suitable property for recreational purposes to be the flat land on the corner of Kruse Way and Carman Drive. After discussion it was decided that Pat write Pat Barnum of the Planning Department asking that they be put on the agenda of the next Planning Commission meeting to discuss the use of this property. 2. Golf Course Tour with Dave Powers Howard Gamble reported he had toured the Municipal Golf Course with Dave Powers . He felt that while Mr. Powers had some good recommendations re- garding the redevelopment of the course, there is not enough money avail- able to do them. The safety of the course is a major concern. Bruce Whitner felt a priority list should be made as to what trees, fences , etc. should be put in. Howard Gamble will talk with Kay Kinyon, Park Maintenance Supervisor, and report back at the next meeting. OTHER BUSINESS 1. Agenda Items at City Council Meeting Agenda items relating to the Parks and Recreation Commission at the City Council meeting held August 10 were discussed, i .e. , bikeoath on Iron • Mountain Boulevard and the suggested changes in the Golf Course structure. A discussion followed regarding the changes at the Golf Course, and it was felt that one item needing more study is the membership fee for non- residents . (Peter Harvey entered the meeting at this point. ) The Parks A PARKS AND RECREATION COMMISSION MEETING, August 11, 1982, Page 2 • and Recreation property tax levy was discussed. Howard Gamble will write a memorandum to the City Council stating the Commission ' s new proposals regarding the Golf Course fee structure. 2. Bruce Whitner's Comments Bruce Whitner questioned Myron Johnson's support of the Commission 's recommendations to the City Council and wanted to know what support could be expected of him when the Commission comes to an agreement at one of their future meetings . Myron Johnson responded by saying that (1) it was not up to him to make a decision at a public hearing, and (2) it is an advisory recommendation that the Commission makes to staff or to the City Council when they make a decision and that that decision will not nec- essarily become policy. Peter Harvey said a staff member has to make a judgment on how far he should go in making a recommendation. 3. Motion on Golf Course Fees Bruce Whitner made the following motion: "I move that we make available junior and senior 30 round tickets at a cost of $45.00 each in addition to offering the option of paying $1.50 for each 9 holes and $3.00 for 18 holes in cash on a one by one basis, and that after purchasing 3 junior/senior tickets the fourth one becomes free within a calendar year. Secondly, that we eliminate the present restric- tion that to be eligible for junior and senior discounts you must be a resident of Lake Oswego upon payment of an annual membership fee of $10.00 for a non-resident which entitles them to buy the junior/senior tickets or pay the reduced fee on a per round basis . " The motion was seconded by Bob Park and it passed unanimously. 4. Further Discussion of Kruse Way Property Patricia Darnell questioned Peter Harvey about the Westlake property on Kruse Way. Mr. Harvey said there is a formal written agreement between the City Council and the School District for 12 acres designated for use by the City. There is still some question as to where the park land should be placed - perhaps it would be desirable next to a commercial area. The creek area is designated as an open space area. 5. Driving Range at Golf Course Myron Johnson passed out information to the Commissioners on cost estimates to redevelop the driving range at the Municipal Golf Course with the re- quest that they look them over for discussion at their next meeting. The meeting adjourned at 10 PM. Respectfully submitted, • Lois Shepherd, Secretary
