Myron Johnson announced there were two issues to be discussed at tonights 's meeting - ( 1) The Municipal Golf Course , and (2) Prioritizing the Improvement Plan. 1. Golf Course Copies of Dave Power's report on the Golf Course were distributed. Mr. Powers briefly explained his report and pointed out that the practice range was not the only thing to be considered - "It's a whole package, the maintenance, playability, practice range, pro shop and greens . " He also stated that the figures in the report regarding capital improvements were conservative. 110 A motion was made by Jan Nizam and seconded by Pat Gustafson to table further discussion until the commission members had time to read Mr. Power's report. The motion passed. It was also suggested that Kay Kinyon, Parks Maintenance Superintendent, be invited to attend the next meeting to give his ideas on maintenance and future planning of the golf course. 2. Improvement Plan Jan Nizam stated they are really in two stages regarding the implementation of the Improvement Plan - ( 1) How they work with existing material (mainly with the school district) , and (2) How they prioritize. She stated she did hope they worked with the census and volunteered to obtain the necessary data. Howard Gamble said he felt the #1 priority should be what to do with the existing fields. Bob Park will contact the school district and get a copy of their report. A discussion followed regarding field usage and the possibility of estab- lishing fees for their use. It was decided to have Myron Johnson write a proposal to be submitted to the City Council that outside activities (groups or leagues outside not recognized with any organization) no longer use Lake Oswego facilities. 1/1 Chairman Gamble said he felt there were two pieces of property that someone Parks and Recreation Commission Meeting, June 9, 1982, Page 2 should be assigned to look into ( 1) the Kruse Way property, and (2) tie Iron Mountain property. Pat Gustafson will write a letter to the Planning Department with a copy to the City Council asking for a commitment on the Kruse Way property. Howard Gamble volunteered to look into the topography of the property on Iron Mountain Boulevard. Other Business Directional Sign for Swim Park Jan Nizam felt that a directional sign on State Street and Middlecrest Road is needed for the Lake Oswego Swim Park on Middlecrest Road. She made a motion which was seconded by Bob Park that a directional sign be placed on State Street towards the Swim Park and on Middlecrest. The motion passed. It was also felt important that a time frame be included with the request for a sign . A time frame of July 1, 1982 is expected. Undeveloped Parks Jan Nizam questioned whether the city was investigating the restrictions of usage on the undeveloped parks (Cooks Butte, Bryant Woods , Spring- brook) . Myron Johnson said it is all in charter form and will bring a copy of the charter to the next Parks and Recreation Commission meeting. 111 Athletic Field Fees Howard Gamble suggested that it would be worthwhile to look into what other communities are charging and how they charge it for the use of their athletic fields . Bruce Whitner volunteered to take on this assignment and will re- port his findings at a later date. Meeting Place Myron announced that this will be the last meeting held at the Adult Com- munity Center due to objections raised by the First Addition Neighborhood Association that too many night meetings are being held there . In the future meetings will be held either in the city manager' s office or down- stairs in City Hall in a conference room. The next meeting will be held June 23, 1982.
