Members of Lake Oswego City Council This is a cover letter regarding The Oregon State Marine Board grant or more than $89, 000. 00 for improvements at the Cedar Oak Boat ramp on the Willamette River . The George Rodgers boat ramp at George Rodgers Park was closed several years ago for publis purposes. The Lake Oswego Parks and Recreation Department now has an opportunity to participate with the West Linn Parks and Recreation Department with the improvements of Ceder Oaks parking lot and boat ramp for the benift of Willamette River recreational users who live in Lake Oswego. The river activities at Oswego Point Marina will benifit from the Cedar Oaks facility. The Cedar Oaks .boat ramp is three miles by road from George Rodgers Park. As discussed, the improvements include boarding float reconfiguration and addition, new restrocros, and parking lot reconfiguration. I very much appreciate the assistance your department has provided us with preliminary design work and cost estimating. The preliminary bion cost estimate for ramp inprovements and restrooms is as follows. This does not include parking lot improvements rich I estimate at $6,000. We are also prepared to give this project top priority to ensure a completion date of June 30, 1991. An explanation of proposed participation is as follows: I. Hard Cash $7,500. II. We feel this is a very important project for this area. ,As you know, the closure of George Rogers Park in Lake Oswego has increased the use of S Cedaroak. With this amount of use, the complaints of low water and the difficulty of launching boats at Cedaroak have also increased dramatically. Sincerely, - CITY OF WEST L]}IN Ken Worcester, Parks Supervisor grants9mr Sr February 22, 1991 STAFF REPORT Facility Grant #539 City of West Linn Cedar Oak Ramp & Restroom Improvements REQUESTED: $89,300 RECOMMENDED: $89,300 BACKGROUND The City of West Linn is requesting consideration of a project at Cedar Oak launch ramp on the Willamette River. The Board in October 1989 gave conceptual approval to this request pending completion of final plans and specifications. Staff has completed the necessary plans for the boarding floats and the restroom portion of the project.Final cost estimate is $96,800. In addition the City intends to restripe and make minor improvements to the parking area for a estimated cost of $6,000 which they plan to do as part of their in-kind match contribution. The City has also pledged a sum of $7,500 in cash towards 110 the restroom and boarding float portion of the project. This is a high priority need on the lower Willamette River. This facility is the only public access site on the West side of the river between Willamette Park and the Oregon City Falls. Ever since George Rodgers Park ramp in Lake Oswego closed several years ago this facility has experienced tremendous use. The City has stated that they will be able complete the entire project by June 30, 1991. Staff notes the City's contribution in cash; in light of the measure 5 budget climate is commendable. In the future we will see a more difficult time for applicants to find sources of hard cash. This development impacts the Willamette River between Willamette Park and West Linn, and the Tualatin River from River Run to the Willamette. Cost estimates for equipment purchases and facility construction are provided in the Appendix. RRAC recommendations: 1. Rowing Equipment: Sculling: 6 singles and 2 doubles Sweep Rowing: 2 boats Type: Sculling - Owen Club Single with Hurka Flotation. Sweeping - Owen or Pockock Facilities: Location: Oswego Pointe Marina For sculling: 1 small boat house for singles/doubles For Sweep Rowing: 1 medium boat house for 4 and 8 person boats Operations: Scull boats (two oars per person) and sweep boats (one oar person) would be used to teach recreational sculling to all ages. If the City decided to contract out for instruction, the sweep and scull boats could be provided by the contractor. Two levels of instruction would be offered: recreational sculling and instruction/training in beginning, intermediate and advanced/competition sweep rowing. Revenue: Sculling: $100/mth per participant for 12 classes/mth. Sweep Rowing: $60/mth per participant for 12-16 classes/mth. Classes are 1 .5hrs in length and meet 3-4 times a week. If an outside organization (Contractor) used, the City should receive 10% of gross proceeds as reimbursement for space, equipment, and maintenance costs. j� s �G � �� felw2,0> 2. Operations: Introductory and intermediate programs for on and off-water instruction for all ages. Off-water includes instruction on larger boats, racing, trip planning, boat maintenance, coastal and 10 celestial navigation. On water instruction should be conducted June through October due to weather. Youth participation expected to be high during summer months. This program should not be contracted out. Contractor (ski shop) supplies equipment. Facilities: 1 slip for Contractor to moor his boat during class sessions at a reduced rate. Operations: Contractor responsible for instruction. Revenue: The City should receive 10% of gross proceeds as reimbursement for administrative and advertisement costs. (The Recreation Department would advertise classes in its quarterly program brochure and register participants at City Hall .) o Zs—k (o Z`�? 4. Canoeing/Kayaking Equipment: 3 canoes, 15ft 8in in length (Type: Discovery) 3 canoes, 16ft gin in length (Type: Discovery) 12 wood paddles 3 kayaks, white water 3 kayaks, sea or touring 6 paddles 18 life preservers 1 trailer (Above equipment may be leased, but this is not recommended for long term. ) Facilities: 1 covered storage area either on or off site where equipment can be stored and properly maintained. Operations: Beginner level classes for all ages on canoeing/kayaking skills. Instruction covers both lakes and rivers. Classes designed for fun, adventure and safety education. Construct cover areas along the south bank for fish to gather... -- This work could be done by volunteers using fallen trees and heavy brush with heavy material as an anchor. 2. Improve access to fishing spots by building stairs from high bank areas to the water's edge. 3. Improve access for handicapped people by building an embankment from Oswego Pointe pathway to water' s edge. 4. Provide a floating platform or rock structure north of George Roger' s Park to allow access to fishing areas between the bank 11 and Rock Island on the Oswego shore area of the Willamette River. 5.
