Enclosed please find a copy of the minutes prepared from the
audio tape of the last Riverfront Recreation Advisory Committee
( RRAC) meeting . Please review them prior to the next RRAC
meeting , which is tentatively scheduled for
Tuesday , December 13 at 7 : 00 p.m.

Please note that each member of the Committee is requested to
prepare at least a rough outline of a report addressing the
issues with respect to the water sport of his particular interest
( see the bottom of page 2 of the minutes ) .
Also enclosed is a copy of the questionnaire developed and
approved by RRAC members for submission to the PROS Committee .

Willamette River floods twice a year : January and June (when
Columbia peaks and backs up to the locks at the Falls ) .
The Corps has little info about daily water height , current , etc .
They do have some info about highest observed levels , but they
have no actual measurements . Neither does the other agency that
might be expected to have such info , the USGS ( Geological
Survey ) .
If we are thinking of moorage , etc . , remember that during
flooding , the normally moderate current in the channel -
especially where the bend in the River is - spreads as far as the
banks and gets to three or four times normal speed . Any moorages
or other "structures " would have to be removeable , or built to
withstand the high , fast current as well as logs and other big
" flotsam " being rammed down the River , or at least protected to
some extent by a log boom or something .
• Mr . Hepler did think that a recreational area around LO for
passive activities ( i . e. , non-motorized ) would be viable . Non-
motorized because the only guaranteed channel is out in the
middle , and around here rocks can protrude almost out to the
middle . There could be trouble with motors using the area
between the channel and the shore . Even in the middle the
channel is unreliable because it is not maintained .
But with passive recreation ( canoeing , rowing , crewing , kayaking ,
etc . ) the area of recreation should also be confined ( by buoys or
whatever ) because barge and motor traffic has right of way. He
said you may want to look at developing/enhancing a canoe-way ,
waterway outside the channel.
He also suggested that we contact the State Marine Board in Salem
( 378-8587 ) regarding the feasibility of establishing a "special
use area " extend9ing recreational area along a belt to be used
for passive use only - say from Lake Oswego to the old West Linn
Bridge (couldn ' t go above the Locks/ Falls ) . He even suggested
that there could be a good rental business in canoes , kayaks , and
the like at this end , because there aren ' t very many "protected "
areas on the river set aside for passive use .
Mr . Hepler again suggested we contact the State Marine Board .
Apparently they put out a pamphlet with special comments about
what ' s dangerous where and what ' s not .
There are no published reports that he knows of which describe
all the river conditions in a given area . They have some

• technical reports produced by the Corps that they are currently
reviewing , but he was not willing to provide them. Even though ,
we should keep the Corps in mind for future information gathering
and referrals .
When asked if he had reports about where to find the fish , he
said to let him know if we did a study that determined where the
schools are - - then he suggested we contact the Fish and Wildlife
Department : apparently there are agencies that are responsible
for fish counts .

Regarding: Progress Report
Date: January 18, 1989
The Riverfront Recreation Advisory Committee has been meeting
monthly for the last few months to discuss options on the
recreational usage of the Willamette and Tualatin Rivers'
effecting the Lake Oswego area.
There is representation on the committee for fishing, canoeing,
kayaking, rowing, sailing and motor boating. The intent of the
committee is to develop recommendations on how the city could
benefit by providing these activities in a more formal manner to
the citizens of the community.
A report is being developed which will include, but not be limited
to, the following:
- facilities, equipment and operations for each sport.
111 - safety classes, beginning to advanced instruction.
- trips and events.
- budgets - designed to produce income to the city
- results from community survey.
There has been considerable contributions from all members of the
committee. Each member representing their sport has given much
thought to ways they can improve the community with their special
talents. The report could be ready as early as this summer, or
possibly this spring. Please let us know if there are any
specific areas you would like us to cover, or direction in which
to go.
