RIVERFRONT RECREATION ADVISORY COMMITTEE

Minutes of the June 21 , 1989 meeting
SI . Roll Call : Present were Committee members Frank Zagunis
( Chair/Rowing ) , Mike Thiel ( Fishing ) , Don potter
(Canoe/kayaking ) , and Ed Osterman (Motorboating ) . Tom Kelly
from the Recreation Department was also present .
II . Minutes of the May 5 , 1989 meeting were approved . Minutes
of the April 1989 meeting have not yet been approved .
III . Open Public Communications : None
IV. General Business
This meeting of the Committee was conducted as a work
session rather than as a regular monthly meeting . The
Committee reviewed the most recent draft of the overall
report . Individual sections of the report had been prepared
by Committee members , according to each of their
specialties , and the various sections had been the put
together by Gary Evans and Tom Kelly .
The introductory cover memo was changed to reflect more
clearly one of the portions of riverfront being considered
as an area of concern by the Committee : The West Side of
Willamette River between Willamette Park (the City of
Portland park just north of the Sellwood Bridge in the
• John ' s Landing area) and the confluence of the Willamette
and Tualatin Rivers at Cedar Oaks Park Boat Launch in West
Linn ( i .e . , the long stretch of the Willamette River between
public boat launching areas on the west side . )
After reviewing each section and making recommendations for
expanding , reducing or re-working the present information ,
the members present agreed that each member should be
responsible for identifying instructors for the "program
operations" sections . It was felt that perhaps the report
could be condensed .
Because a number of recommendations called for sizable
capital outlay (e .g . , construction of boat houses , walkways ,
and a dam ; major equipment purchases) , Frank Zagunis thought
it imperative to " nail down" such costs as well as potential
a1), revenues as much as possible .
Each member was asked to identify specific individuals ,
groups or business entities who could be potential
instructors with respect to that member ' s sport , as well as
the costs involved with paying for instructors and
instructional programs . These are to be presented at the
next meeting/work session of the Committee .
