City Manager FROM: Jerry Baker, City Engineer RE: Proposed Transportation Improvement Projects for Bond issue DATE: June 1, 1995 TRANSPORTATION IMPROVEMENTS • INTERSECTIONS A Avenue Improvement: This is a continuation of the demonstration street project to improve A Avenue from State Street to 3rd Street. A Avenue has moderate rutting, deteriorating asphalt that has been overlaid many times over the year to the point that the street and sidewalk need to be regraded and adjusted. This will require that the drainage system be redesigned. First and Second Streets will be signalized for pedestrian safety and shoppers' convenience. Work will include engineering, demolition, grading, paving, traffic signals and channelization. *$2,490,000 *Total project cost with LORA, SDC and water participation is $2,700,000. State Street State and A: Improvement includes the installation of one additional right turn lane to the northbound approach of A Avenue. This will improve the operation of the existing traffic signal and alleviate some of the congestion on A Avenue. The cost includes engineering, demolition, a new traffic signal, curb and sidewalk work, and some grade work on A Avenue. 111 Page 1 of 3 S State and McVey: Improvement consists of adding two opposing left turn lanes on Highway 43 at McVey to solve a safety problem. Left turn accidents occur at rate of about 6 to 10 per year. The cost includes engineering, street widening, bridge widening, traffic signal modernization. Total City participation of State Street projects $556,000 This amount is 30% of project cost. State has committed 50% and Clackamas County will provide 20% of the project. South Shore and McVey: Improvement consists of reconstruction of the intersection and the installation of a traffic signal. This intersection is congested and it is very difficult to enter the stream of traffic on McVey from South Shore. This project was projected to be installed in conjunction with commercial development of Grimm's Corner to obtain the right-of-way necessary for the addition of traffic lanes and rechannelization. Work includes engineering, street << demolition, right-of-way acquisition, traffic signal, channelization. $388,000 Kerr Parkway Traffic Signals: This project includes traffic signal installation at Kerr and Touchstone and Kerr and Lower McNary. The signals will create gaps in the traffic stream on Kerr and allow side street traffic access to occur. Left turn lanes will also be installed on Kerr Parkway. The project will include . engineering, right-of-way acquisition, traffic signals, channelization, and paving at intersections. $550,000 Terwilliger/Hwy. 43: This project consists of the reconstruction of the intersection and a traffic signal. A major traffic safety issue will be the addition of a left turn lane for traffic from Highway 43 onto Terwilliger. Work includes engineering, demolition, rock excavation, grading, traffic signal, paving, and channelization. $1,180,000 Kruse Way and Westlake Drive: This improvement would allow a right turn lane from Kruse Way onto Westlake. The project would improve the safety of the intersection by removing the potential of a rear end collision from vehicles slowing to make a right turn. This project would include engineering right-of- way acquisition, grading, signal changes, and paving. $120,000 PATHWAY CONNECTIONS Chapin/Cherry Lane Pathway (Chapin Way to Hallinan School): This pathway is along Cherry Lane and will be used as a school route and a way for children and adults to access the school playground. Some drainage work along . the road will be necessary to provide enough pathway walking width. This project should be done in conjunction with the Chapin Street overlay project. $81,000 Page 2 of 3 . Melrose (Bunick to 300' east): The project is on the south side of Melrose. It connects completed pathways on either side. It is a school route and will connect to the park from the school. $40,000 South Shore (Westview to Blue Heron): This pathway will enable the Blue Heron residents to access the South Shore pathway at a crossing at an all-way stop. $45,000 Carman Drive (Waluga to Quarry): This pathway will be on the east side of Carman Drive. It will complete the circular route or loop around Waluga path. It will enable the young students from lake Grove Elementary to use this path as a school route and a route to Waluga Park. $100,000 Childs Road Pathway (Canal Road to Sycamore): This pathway will connect the sidewalk of the Childs Road Canal Bridge to a Rivergrove pathway that ends— at Sycamore. It will improve pedestrian access to Bryant Park. This project should be done in conjunction with the Childs Road overlay project. $120,000 Wheel Chair Ramps: This project would construct 30 ramps at various locations in the city(commercial areas). --- $15,000 • OTHER IMPROVEMENTS Kruse Way Transit Improvements: This project would help implement the Kruse Way Traffic Management Program. Presently, buses use the right-turn lanes for a bus pull out. Far side bus pullouts would allow buses to move out of the moving lane of traffic to load passengers. There are nine high priority locations on Kruse Way(shown on attached map). $360,000 NTAB's Annual Project List: These projects will include traffic management devices approved by the Neighborhood Traffic Advisory Board.
